The Committee of 100 recommends that the Record of Decision address the deficiencies described in these comments and that the Federal Highway Administration and the District Department of Transportation adopt the No-Build Option until such time as the DC Rail Plan  can be completed and the ability to separate freight from commuter and passenger rail can be fully evaluated, as well as options to accomplish that separation, including the Shepherds Branch rerouting option.
