The DC Office of Planning’s proposed March 2026 Future Land Use Map (FLUM) threatens single-family and row house neighborhoods by introducing unprecedented, by-right upzoning for duplexes, triplexes, and four-story apartments without public input. Despite current zoning already providing sufficient capacity for projected population growth under the 2021 Comprehensive Plan, this aggressive “gentle density” proposal targets stable communities across Wards 3, 4, 5, 7, and 8 without including affordability requirements. Rather than promoting equity, the plan risks displacing residents in predominantly African American neighborhoods, diminishing homeownership opportunities by converting single-family homes into multi-unit rentals, and failing to deliver critical family-sized housing—making it urgent for residents to contact their Councilmembers and Advisory Neighborhood Commissioners to reject the draft FLUM.
