In May, the National Capital Planning Commission (NCPC) released for public comment - proposed revisions to current regulation 1 CFR Chapter VI for NCPC's administrative responsibilities under the National Environmental Policy Act and to the Submission Guidelines for projects requiring NCPC review and approval. On July 10, the C100 submitted comments complimenting the Commission and Commission staff on the clarity and general improvement of both. While the C100 proposed few detailed changes on either draft, it raised three broad policy issues requesting better definition or greater administrative clarity in both drafts: 1)Stronger policy link between NEPA and the National Historic Preservation Act; 2) Better description of NCPC's internal processes for "triggering" Categorical Exclusions (CATEX); and, 3) Better definition of and opportunities for public participation throughout the process.

The Office of Planning is in receipt of your letter dated June 16, 2012 to the Zoning Commission. Once again, we must reject your conclusion and the assertions that you have chosen to try to represent as facts and cite in your letter. Mr. Clark, we have plenty of legitimate concerns and issues to discuss around the zoning update and the future of the city. It is very unfortunate that you chose instead to try to create a controversy where none exists instead of allowing us and your members to have substantive interactions around real issues.

he C100 has participated also in most of the 42 hearings cited by Ms. Steingasser and recognizes the extensive work that has gone into the code revision. We acknowledge the process has been tiresome; however, rushing to the finish line without extensive public outreach and discourse diminishes the integrity of the process, and appears to be an end run around the public. C100 strongly encourages the Zoning Commission to require a plan to implement extensive outreach in all wards and to require the process be repeated each time new text is brought forward for setdown.
